E-portfolios – taking learning out of the shoebox: a reply to Donald Clark

The ever provocative Donald Clarke has posted an interesting article – E-Portfolios – 7 reasons why I don’t want my life in a shoebox. It has sparked off a lively debate with Simon Grant wading in to defend E-Portfolios.

Clarke makes two key points in his argument. The first regards lifelong learning:

People do not see themselves as ‘learners’, let alone ‘lifelong learners’. It’s a conceit, as only educators see people as learners. Imagine asking an employer – how many learners do you have? People are individuals, fathers, mothers, employees, lawyers, bus drivers, whatever….but certainly not learners. That’s why an e-portfolio, tainted with ‘schooling’ will not catch on. By and large, most adults see school as something they leave behind and do not drag along with them into adulthood.

Of course he is right, but there are two ways to look at the idea of lifelong learning. And I do not think this new paradigm of the lifelong learner is a conceit of educators but rather is a policy directive. In a fast changing economy and a period of rapid changes in technology and working practices the drive of such policies is to say that we should all be involved in learning for all of our lifetimes to ensure we are employable and have up to date skills and knowledge etc. etc. This is part of a longer term debate over who pays for education and whose responsibility is it for maintaining our ability to find jobs. In this scenario, unemployed people only have themselves to blame for having no job. If they had maintained their skills they would now be able to find employment. It is indeed a conceit – or rather a deceit – but one which is ideological in intent. But of course educators are being coerced to make this happen.

But there is a second way to look at the idea of lifelong learning. We all learn to a greater or lesser extent every day. Not from the schooling system but through work and play, through informal learning. Of course we do not recognise that as learning and often would not identify ourselves as learners. And then the issue is how that learning can be recognised societally. Not through ‘my life in a shoebox’ but precisely my life outside the shoebox of formal certification and records of achievement.

And coming back to Donald’s shoebox – is this anything new? Prior to e-Portfolios, we all kept bundles of certificates and formal qualifications – indeed often in a shoebox. e-Portfolios have the potential to free us from such restrictions and such narrow ways of looking at learning.

But I agree with Donald when he says:

Media are linked on the web and cannot be easily stored in a single entity or within a single entity, so the boundaries of a real e-portfolio are difficult to define, and will change. An e-portfolio would have to cope with my social networks but they are proprietary. Information wants to be free fiscally and ontologically. We want to be part of all sorts of expansive and variously porous networks, not boxed in.

E-portfolio systems – as they have been conceived – have often been proprietary – despite Simon Grant’s and others’ best efforts to promote interoperability standards. Even that is not the main problem. The main issue is that our digital identity and thus the story of  our personal achievement is scattered across the web. E-portfolios have firstly tended to overly value (and prescribe) formal learning and achievement and secondly have failed to allow us to present our digital presence and life stories in any meaningful way.

Then arises the issue of whether all the effort (and money) expended on e-portfolios has been wasted. On the whole I think not. e-Portfolios is merely a term which was used to encompass the research and development of new forms of technology beyond the VLE – what we now often call Personal Learning Networks or Personal Learning Environments. Perhaps the term e-portfolio is no longer relevant. But that work maintains its coherence and validity. That we have moved on from earlier developments is unsurprising. The use of computers in business and entertainment and for all kinds of other uses is hardly a slow moving field. We cannot expect the use of technology for learning to be any different.

There is one part of Donald’s article with which I would disagree. He talks of a ‘recruitment myth’ saying:

I spent a lot of time recruiting people and what I needed wasn’t huge, overflowing e-portfolios, but succinct descriptions and proof of competences. If by e-portfolio you mean and expanded CV with links to your blog and whatever else you have online, fine. But life is too short to consider the portfolios of hundreds of applicants. Less is more.

In my experience employers are precisely wanting to move away form formal competences to learn what people can do. One Romanian CEO in an advertising company told me he would not employ anyone who did not have an active web presence. Many employers – especially in small enterprises – just Google someone to find out more about them. So yes, I do think we need an application which allows us easily to create an expanded (digital) CV with links to whatever we have online. We do not really have such an application at the moment. If this is to be called an e-portfolio or something else does not matter.

Finally I think Donald disproves his own point when he says:

I can see their use in limited domains, such as courses and apprenticeships, but not in general use, like identity cards.

It seems to me Donald’s “limited domains” are pretty broad. Of course the use of any software, educational or otherwise, is contextual. Contextual in place and time and contextual in terms of why and how we use it. And those are some of the main issues for those wishing to explore the future of e-portfolios or whatever else we call them!

Declaring our Learning

I am ultra impressed by the idea behind the Declare-It web app. The site says

Declare-It is a tool that assists you in creating, tracking and being held accountable to your goals. For every declaration you make, Declare-It requires you to add supporters. Supporters are notified of your declaration and receive progress reports along your journey. If you start to fall off track, your supporters are sent an ALERT message. They can send you comments and even add incentives to help you stay motivated.

Sadly, Declare-It is a commercial site. Although it allows a ten day free trial, it then costs $9.99 per month. And I don’t honestly see enough people being prepared to pay that money for the site to gain critical mass. But the idea is simple enough and could easily be adopted or extended to other web tools.

Essentially all it is saying is that we set our own learning goals and targets and use our Personal Learning Networks for support. Then rather than just selecting friends to monitor our progress and receive alerts when we slip behind, as in the Declare-It app, we could select friends from our Personal Learning Network to support our learning and receive alerts when we achieve something or need collaboration.

Of course many of this will do that already using all kinds of different tools. My learning is work based, and most of this work is undertaken in collaboration with others – using email, forums or very often skype. Having said that I have  never really got on with any of the myriad task setting (lists) and tracking tools and astikll  tend to write my lists on the back of envelopes.

But rather than a separate web site like Declare-IT (which admittedly does have some Twitter and Facebook integration), I need some way of integrating Declare-It type functionality with my everyday workflow. A WordPress plug-in could be wonderful, particularly for project work.

Using technology to support different forms of knowledge

I am ever more interested in how we can use technologies for knowledge development and sharing. In terms of research I think we need to bring together ideas and insights from different academic and research communities. Although there has been a traditional of discourse between those working in education and technology developers, this is less so when it comes to ideas about organisational learning and different forms of knowledge.

I have just read an interesting paper by Bengt-Ake Lundvall, Palle Rasmussen and Edward Lorenz on ‘Education in the Learning Economy: a European Perspective’. Let me first say I have always been sceptical about such terms as ‘learning economy’ and ‘knowledge economy ‘which seem to be too often bandied about as a mantra, rather than with any exact meaning. But I would agree with the authors observation that knowledge is becoming obsolete more rapidly than before so that employees have to learn and acquire new competencies. the authors say “It makes a major difference whether economic growth is seen as being fuelled by investments in codified scientific and technological knowledge, or whether it is seen as being driven by learning processes resulting in a combination of codified and tacit knowledge.”

International comparisons tend to focus on the first measure,. looking, for example at expenditure on research and development (R&D) and at the number of science and technology graduates. The latter perspective – captured by the term the learning economy –they say,  “can be seen in work focusing on the way informal networking relations, practical problem-solving on the job, and investments in lifelong learning contribute to competence building.”

At the heart of their argument is the nature of different forms of knowledge. They propose “a taxonomy of knowledge where it is divided into four categories (Lundvall & Johnson, 1994):

  • Know-what refers to knowledge about ‘facts’. Here, knowledge is close to what is normally called information – it can be broken down into bits and communicated as data.
  • Know-why refers to knowledge about causality nature, in the human mind and in society. This kind of knowledge is important for technological development in science-based industries.
  • Know-how refers to the ability to do something. It may be related to the skills of artisans and workers. But actually it plays a role in all economic activities, including science and management.
  • Know-who involves information about who knows what and who knows what to do as well as the social ability to cooperate and communicate with different kinds of people and experts.

Lundvall, Rasmussen and Edward Lorenz point to important differences in the degree to which these four categories of knowledge can be codified and in how education systems are affected by the degree of codification. the main point of their paper is to look at how traditional schoolings systems have become isolated from society and how the organisation into subjects and disciplines fails to maestro the needs of how we are developing and using knowledge. they also point to dramatic difference sin work organisation and opportunities for work based learning in different countries in Europe concluding that “Educational principles and cultures focusing on collaboration, interdisciplinarity and engagement with real-life problems are needed to prepare people for flexible and innovative participation in the economy and society.”

They do not deal with the issues of how we are using technology for learning  and knowledge development although they acknowledge that “data bases can bring together know-what in a more or less user friendly form”. Interestingly they piontyt0 to “the failure of IBM, Microsoft and Hewlett-Packard to develop management information systems that could substitute for ‘the art of managing’ ” despite considerable investment and incentives to do so,
Traditional, Technology Enhanced Learning has focused on the know what and know-why. There has been little attention on the know how. yet it is this form of knowledge which is perhaps the most important within many enterprises and is changing most rapidly.  True, we have access to increasing numbers of know-how videos. yet we have possibly failed to develop pedagogical and learning approaches to how to use video and audio in an active sense. We tend to use it in the old English pedagogic sense of ‘watching Nellie’ rather than in any thought through way. and even though the web allows us to find people, their is only limited linkages to knowing who does what well, and even less to “the social ability to cooperate and communicate with different kinds of people and experts.”

Can social networking fill such a gap? Once more my feeling is that it can, but only to a limited extent. Social networki9ng allows us to tell what we are doing and what we are thinking. recommender systems allow the development of patterns. Yet they lack the idea of purpose and intent.

There are many instances of exchange of knowledge through different platforms in communities of practice. equally companies like CISCO or IBM have set up platforms to promote the process of turning tacit knowledge into explicit knowledge though for example podcasts and other companies such as Shell-BP have established extensive wikis for the same purpose. However these initiatives fail to ‘scale=down’ for use in smaller enterprises. One of the issues may be that of fragmentary knowledge and the difficulty of how we can scaffold fragments of knowledge gained through practice – or know how = into wider knowledge bases, which necessarily have to build on purpose and context.

Furthermore, looking at practice in smaller enterprises, the nature of collaboration and social exchange becomes critical, Lundvall, Rasmussen and Lorenz cite the work of Marshall (1923), “who was concerned to explain the real-world phenomenon of industrial districts, (and) emphasised the local character of knowledge. He found that specific specialised industries were concentrated in certain regions and that such industrial districts remained competitive for long historical periods.”

So another issue is how to support that local character of knowledge – and indeed to rethink what local might mean in a connected world.

Open Learning and Contextual Diversity

The debate over open learning is still going on through various fora such as the Open Educational Resources discussion currently being hosted by UNESCO and the #PLENK2010 MOOC. And in many ways, it is not technology which is driving the discussion but a more fundamental question about how to provide wider access to learning and access to wider groups of learners.

One post which caught my eye is The ‘Open Mode’ – A Step Toward Completely Online by Tom Prescott (it is interesting to note that even in the days of Twitter;s ascendency blog posts continue to provide the most thoughtful exchanges).

Talking about the trend away from purely online distance learning courses towards blended learning, Tom says:

It’s wrong because most of the time the educators and the students don’t really want to use technology. They’ll do a bit for the administration, but for learning, no way. It’s a face-to-face course. Why tamper with it. I am of the opinion that this is misguided, but it’s not a battle worth fighting (for now). Fighting this resentment is unnecessary.

I think Tom is mixing up a whole series of things here. Firstly the move towards Blended Learning was driven by pedagogy and not by a retreat from Technology Enhanced Learning. And that move towards Blended Learning has led to a period of pedagogic innovation, albeit based on the adoption of social software and social networking for learning. By focusing on the pedagogy of using technology, increasing numbers of teachers have adopted technology as part of their every day practices in tecahing and learning. This is reflected in changes in teachers’ dispositions towards using technology. I would also challenge the idea that students are opposed to technology for learning. Students are opposed to the use of technology which fails to enhance their learning experience, just precisely to the use of technology for managing, rather than learning.

But the major impact of technologies and especially of mobile devices, is to move learning outside the institutional culture and practice, into new contexts. Of course this provides a challenge to existing institutional cultures and to the existing cultures of tecahing and learning practice. And some teachers will be wary of such a challenge. But its is the potentials of using technology for informal learning, for networked and self structured  learning (as in PLENK2010) and for workbased learning which can open up learning (or put another way, develop Open Learning).

I remain unconvinced that traditional online courses (as in Open and Distance Learning) have challenged that learning in context. Instead they have tended to reproduce existing pedagogic and cultural forms of learning, at a distance. Thus I think we need to see more diversified and contextual applications of technology to learning, rather than a focus on any particular organisational or institutional format.

Context and the design of Personal Learning Environments

Part two of my new paper on Personal Learning environments, focusing on context, and written for the PLE2010 conference in Barcelona next week.

How can the idea of context help us in designing work based Personal Learning Environments? First, given the varied definitions, it might be apposite to explain what we mean by a PLE. PLEs can be seen as the spaces in which people interact and communicate and whose ultimate result is learning and the development of collective know-how. In terms of technology, PLEs are made-up of a collection of loosely coupled tools, including Web 2.0 technologies, used for working, learning, reflection and collaboration with others.

As such, PLEs offer some solutions to the issue of the fluid and relational nature of context. PLEs, unlike traditional educational technology are mobile, flexible and not context dependent. They can move from one domain to another and make connections between them. Secondly PLEs can support and facilitate a greater variety of relationships than traditional educational media. These include relationships within and between networks and communities of practice and support for collaborative working. PLEs shift the axis of control from the teacher to the learners and thus alter balance of power within learning discourses. And, perhaps critically, PLEs support a greater range of learning discourses than traditional educational technology.

PLEs are able to link knowledge assets with people, communities and informal knowledge (Agostini et al, 2003) and support the development of social networks for learning (Fischer, 1995). Razavi and Iverson (2006) suggest integrating weblogs, ePortfolios, and social networking functionality both for enhanced e-learning and knowledge management, and for developing communities of practice. A PLE can use social software for informal learning which is learner driven, problem-based and motivated by interest – not as a process triggered by a single learning provider, but as a continuing activity.

So far we have stressed the utility of PLEs in being flexible and adaptable to different contexts. In a work based context, the ‘Learning in Process’ project (Schmidt, 2005) and the APOSDLE project (Lindstaedt, and Mayer, 2006) have attempted to develop embedded, or work-integrated, learning support where learning opportunities (learning objects, documents, checklists and also colleagues) are recommended based on a virtual understanding of the learner’s context.

However, while these development activities acknowledge the importance of collaboration, community engagement and of embedding learning into working and living processes, they have not so far addressed the linkage of individual learning processes and the further development of both individual and collective understanding as the knowledge and learning processes (Attwell. Barnes, Bimrose and Brown, 2008). In order to achieve that transition (to what we term a ‘community of innovation’), processes of reflection and formative assessment have a critical role to play.

Personal Learning Environments are by definition individual. However it is possible to provide tools and services to support individuals in developing their own environment. In looking at the needs of careers guidance advisors for learning Attwell, Barnes, Bimrose and Brown, (2008) say a PLE should be based on a set of tools to allow personal access to resources from multiple sources, and to support knowledge creation and communication. Based on an scoping of knowledge development needs, an initial list of possible functions for a PLE have been suggested, including: access/search for information and knowledge; aggregate and scaffold by combining information and knowledge; manipulate, rearrange and repurpose knowledge artefacts; analyse information to develop knowledge; reflect, question, challenge, seek clarification, form and defend opinions; present ideas, learning and knowledge in different ways and for different purposes; represent the underpinning knowledge structures of different artefacts and support the dynamic re-rendering of such structures; share by supporting individuals in their learning and knowledge; networking by creating a collaborative learning environment.

People tagging

However, rather than seeking to build a monolithic application which can meet all these needs, a better approach may be to seek to develop tools and services which can meet learning needs related to particular aspects of such needs. And in developing such a tool, it is useful to reflect on the different aspects of context involved in the potential use of such tools.  The European Commission supported Mature project is seeking to research and develop Personal Learning and Maturing Environments and Organisation Learning and Maturing Environments to support knowledge development and ‘maturing’ in organisations. The project has developed a number of use cases and demonstrators, following a participatory design process and aiming at supporting learning in context for careers guidance advisors.

One such demonstrator is a ‘people tagging’ application (Braun, Kunzmann and Schmidt, 2010). According to the project report “Knowing-who is an essential element for efficient knowledge maturing processes, e.g. for finding the right person to talk to. Take the scenario of where a novice Personal Adviser (P.A.) needs to respond to a client query. The P.A. does not feel sufficiently confident to respond adequately, so needs to contact a colleague who is more knowledgeable, for support. The key problems would be:

  • How does the P.A. find the right person to contact
  • How can the P.A. find people inside, and even outside, the employing organisation?
  • How can colleagues who might be able to support the P.A. be identified and contacted quickly and efficiently?

Typically, employee directories, which simply list staff and their areas of expertise, are insufficient. One reason is that information contained in the directories is outdated; or it is not described in an appropriate manner; or it focuses too much on ‘experts’; and they often do not include external contacts (Schmidt & Kunzmann 2007).

Also Human Resource Development needs to have sufficient information about the needs and current capabilities of current employees to make the right decisions. In service delivery contexts that must be responsive to the changing needs of clients, like Connexions services, it is necessary to establish precisely what additional skills and competencies are required to keep up with new developments. The people tagging tool would provide a clear indication of:

  • What type of expertise is needed?
  • How much of the requisite expertise already exists within the organisation?”

At a technical level the demonstrator includes:

  • A bookmarking widget for annotating persons, which can be invoked as a bookmarklet
  • A browsing component for navigating annotated people based on the vocabulary
  • An employee list and profile visualization of annotated people
  • A search component for searching for people
  • A collaborative real-time editor of the shared vocabulary that allows for consolidating tags and introducing hierarchical relationships
  • An analysis component for displaying trends based on search and tagging behaviour.

The application seeks to meet the challenge of aligning the maturing of ontological knowledge with the development of the knowledge about people in the organization (and possibly beyond).

Early evaluation results suggest that people tagging is accepted by employees in general, and that they view it as beneficial on average. The evaluation “has also revealed that we have to be careful when designing such a people tagging system and need to consider affective barriers, the organizational context, and other motivational aspects so that it can become successful and sustainable. Therefore we need to develop a design framework (and respective technical enablement) for people tagging systems as socio-technical systems that covers aspects like control, transparency, scope etc. This design framework needs to be backed by a flexible implementation.”

Technology Enhanced Boundary Objects

A further approach to supporting Personal Learning environments for careers guidance professional is based on the development of Technology Enhanced Boundary Objects (TEBOs). Mazzoni and Gaffuri (2009) consider that PLEs as such may be seen as boundary objects in acting to support transitions within a Zone of Proximal Development between knowledge acquired in formal educational contexts and knowledge required for performance or practice within the workplace. Alan Brown (2009) refers to an approach to designing technologically enhanced boundary objects that promote boundary crossing for careers practitioners.

Careers practitioners use labour market information in their practice of advising clients about potential career options. Much of this labour Markey information is gathered from official statistics, providing, for example, details of numbers employed in different professionals at varying degree of granularity, job centre vacancies in time series data at a fine granular level and pay levels in different occupations at a regional level, as well as information about education and training routes, job descriptions and future career predictions. However much of this data is produced as part of the various governmental departments statistical services and is difficult to search for and above all to interpret. Most problematic is the issue of meaning making when related to providing careers advice, information and guidance. The data sits in the boundaries of practice of careers workers and equally at the ordinary of the practice of collating and providing data. Our intention is to develop technology enhanced boundary objects as a series of infographs, dynamic graphical displays, visualisations and simulations to scaffold careers guidance workers in the process of meaning making of such data.

Whilst we are presently working with static data, much of the data is now being provided online with an API to a SPARQL query interface, allowing interrogation of live data. This is part of the open data initiative, led by Nick Shabolt and Tim Berners Lee in the UK. Berners Lee (2010) has recently said that linked data lies at the heart of the semantic web. Our aim is to connect the TEBO to live data through the SPARQL interface and to visualise and represent that data in forms which would allow careers guidance workers and clients to make intelligent meaning of that data in terms of the shared practice of providing and acting on guidance. Such a TEBO could form a key element in a Personal Learning environment for careers guidance practitioners. A further step in exploring PLE services and applications would be to link the TEBO to people tagging services allowing careers practitioners to find those with particular expertise and experience in interpreting labour market data and relating this to careers opportunities at a local level.

There has been considerable interest in the potential of Mash Up Personal Learning Environments (Wild, Mödritscher and Sigurdarson, 2008). as a means of providing flexible access to different tools. Other commentators have focused on the use of social software for learners to develop their own PLEs. Our research into PLEs and knowledge maturing in organisations does not contradict either of these approaches. However, it suggests that PLE tools need to take into account the contexts in which learning takes place, including knowledge assets, people and communities and especially the context of practice. In reality a PLE may be comprised of both general communication and knowledge sharing tools as well as specialist tools designed to meet the particular needs of a community.

Conclusions

In seeking to design a work based PLE it is necessary to understand the contexts in which learning take place and the different discourses associated with that learning. A PLE is both able to transpose the different contexts in which learning takes place and can move from one domain to another and make connections between them. support and facilitate a greater variety of relationships than traditional educational media. At them same time a PLE is able to support a range of learning discourses including discourses taking place within and between different communities if practice. An understanding of the contexts in which learning takes place and of those different learning discourses provides that basis for designing key tools which can form the centre of a work based PLE. Above all a PLE can respond to the demands of fluid and relational discourses in providing scaffolding for meaning making related to practice.
